FRE1 LO2: How the financial services industry serves retail consumers

1,451 words · checked 2026-10-30 · Pro

Learning outcome 2 asks you to identify how the financial services industry serves the retail consumer. AC2.1 covers how consumers see financial services and what firms owe them. AC2.2 covers consumers' needs, how they are prioritised and met, and the main product types. In the CeMAP® FRE1 exam this topic often appears as short scenarios: a client describes their situation and you choose the need that should come first, or the product that fits.

Consumer perceptions of financial services

Many consumers find financial products hard to judge and do not fully trust the industry. Reasons include:

  • Complexity. Products such as pensions, investments and protection have long terms, charges and conditions that are hard to compare.
  • Information gap. The firm usually knows far more about the product than the customer does (information asymmetry).
  • Delayed outcomes. The quality of a pension or a 25-year mortgage only becomes clear years later.
  • Past mis-selling. Large-scale problems, such as payment protection insurance, damaged trust and led to compensation schemes.
  • Behavioural biases. People put off decisions, are overconfident, focus on headline rates and avoid thinking about illness or death.
  • Low financial capability. Some consumers struggle with numbers, literacy or digital channels.

These perceptions matter because they affect whether people seek advice, save for retirement or buy protection. They are also the reason regulation focuses on consumer outcomes.
