CeMAP® stands for the Certificate in Mortgage Advice and Practice. It is a qualification for people who want to become mortgage advisers in the UK. This guide explains what the CeMAP qualification is, who awards it, what it lets you do, and how to get it. It covers the three modules, CeMAP 1, CeMAP 2 and CeMAP 3, and the five unit exams, each with a 70% pass mark. CeMAP applies across the UK; only part of the CeMAP 3 syllabus has a Scottish version. Facts were checked on 30 October 2026 on the CeMAP page of Walbrook (LIBF) and in the CeMAP qualification specification.
What is the CeMAP qualification?
The CeMAP qualification is the Certificate in Mortgage Advice and Practice: a Level 3 qualification on the Regulated Qualifications Framework (RQF) for people who advise on residential mortgages in the UK. It has 5 mandatory units, 25 credits and 250 hours of learning.
The specification describes CeMAP as "primarily considered as a distance learning qualification with on-demand examination sessions". In practice that means you study online in your own time, then sit each unit exam when you are ready, from home, with remote invigilation.
"CeMAP" is sometimes used loosely to mean "qualified as a mortgage adviser". Strictly, it is the exam-based qualification only. Being "CeMAP qualified" means you have passed all five units, not that you can already advise on your own (see below).
| Feature | CeMAP |
|---|---|
| Full name | Certificate in Mortgage Advice and Practice |
| Level | LIBF Level 3, registered with Ofqual on the RQF |
| Units | 5 (FRE1, FRE2, MRT1, MRT2, ASEW/ASSC) |
| Credits | 25 |
| Total qualification time | 250 hours (6 guided learning hours plus 244 other hours) |
| Grade | Pass or Fail (merit and distinction at unit level) |
| FCA status | Appropriate qualification for mortgage advice |
GOV.UK explains how Level 3 compares with other qualifications in What qualification levels mean. Level 3 is the same level as an A level. Our CeMAP level guide explains why one CeMAP module is Level 4 when taken on its own.
Key fact: CeMAP changed structure on 30 September 2025. The current qualification has five unit exams, and the old seven-unit structure closed in 2026.
Who awards CeMAP?
CeMAP is awarded by Walbrook Institute London Limited, trading as LIBF (The London Institute of Banking & Finance). Walbrook (LIBF) writes the syllabus, sells registration and study materials, and runs every CeMAP exam on its Brightspace platform. The qualification is registered with Ofqual.
The CeMAP awarding body is the only place you can register for the qualification and sit the exams. Training providers sell courses that prepare you for CeMAP, but the registration, exams and certificate always come from Walbrook. If you see "LIBF CeMAP" or "Walbrook CeMAP", they mean the same qualification.
The FCA does not award or accredit CeMAP. It publishes a list of appropriate qualifications, and CeMAP is on that list (see the next section). So "FCA approved CeMAP" is a loose way of saying that the FCA recognises it. Your awarding body is still Walbrook.
CeMAP®, FSRE® and CeRER® are registered trade marks of LIBF (The London Institute of Banking & Finance), part of Walbrook Institute London. cemapexam.co.uk is an independent study aid. It is not affiliated with, endorsed by or connected to LIBF or Walbrook, and it offers no pass guarantee.
Key fact: Walbrook's study materials, specimen papers and exams are its own. Courses and practice tools from other providers, including ours, are independent of it.
What does CeMAP qualify you to do?
CeMAP qualifies you, in exam terms, to advise on regulated mortgage contracts in the UK: the FCA lists it as an appropriate qualification for activity 20 in TC App 4.1. Passing alone does not allow unsupervised advice; your firm must also assess you as competent.
The specification says CeMAP "meets the education standard required by the Financial Conduct Authority (FCA) of anyone wishing to achieve a 'licence to practise' and work as a mortgage adviser". In the FCA's TC App 4.1 table of appropriate qualifications, CeMAP appears under Walbrook as "Certificate in Mortgage Advice and Practice (Post 01/11/2004)". It is listed for activity 20, advising on a regulated mortgage contract for a non-business purpose.
The FCA table was last updated on 3 October 2025 and does not list the new unit codes separately. Walbrook states that "both the current and updated versions of CeMAP continue to meet FCA standards".
What a pass does not do on its own
The FCA's Training and Competence rules (TC 2.1) put the responsibility on your employer:
- Regulatory module first. Under TC 2.1.6R, an employee must pass the regulatory module of an appropriate qualification before carrying on an activity such as mortgage advice, even under supervision.
- Competence before independence. Under TC 2.1.1R, a firm must not assess you as competent until you have shown the necessary competence and passed each module of an appropriate qualification. Until then, you advise under supervision.
- Ongoing review. Under TC 2.1.12R, the firm must review your competence regularly.
So a new adviser typically joins a firm, works under its training and competence scheme, and is signed off as competent once they have passed CeMAP and shown they can do the job. Our become a mortgage adviser guide covers that route.
Key fact: CeMAP covers residential mortgage advice. Advising on equity release is a separate FCA activity (activity 21), which needs CeRER or an equivalent.
How is the CeMAP qualification structured?
The CeMAP qualification is structured as 3 modules and 5 units: CeMAP 1 (FRE1, FRE2), CeMAP 2 (MRT1, MRT2) and CeMAP 3 (ASEW or ASSC). Each unit is 5 credits and 50 hours, with its own exam and a 70% pass mark.
| Module | Unit | Exam | Pass |
|---|---|---|---|
| CeMAP 1: Financial Services, Regulation and Ethics (FSRE) | FRE1: Industry, Regulation and Key Parties | 40 questions (25 + 3 case studies × 5), 1 hour | 28/40 |
| FRE2: Skills, Principles and Ethical Behaviours | 40 questions (25 + 3 case studies × 5), 1 hour | 28/40 | |
| CeMAP 2: Mortgages (MORT) | MRT1: Mortgage Law, Practice and Application | 50 questions, 1 hour | 35/50 |
| MRT2: Mortgage Products and Post Completion | 40 questions, 1 hour | 28/40 | |
| CeMAP 3 | ASEW/ASSC: Assessment of Mortgage Advice Knowledge | 6 case studies × 10 questions, 2 hours | 42/60 |
CeMAP 1 is about financial services regulation, law and ethics, and it is shared with the Diploma for Financial Advisers. CeMAP 2 is the technical mortgage content. CeMAP 3 is a synoptic case-study exam that applies the other two to realistic customers. The ASSC version of CeMAP 3 appears to be for Scotland, but Walbrook does not define the codes on its public pages.
All exams are on demand on Brightspace, with no booking. The full scoring rules, including merit and distinction, are on our CeMAP pass mark guide.
Exam tip: Walbrook's suggested order is FRE1, MRT1, FRE2, MRT2, then CeMAP 3. Following it spreads the regulation units between the mortgage units.
Who can take CeMAP?
Anyone can take CeMAP: Walbrook sets no entry requirements, beyond saying you need to be satisfied you can study in English at RQF Level 3. You do not need a degree, A levels or a job in financial services to register.
The specification puts it this way: "There are no entry requirements. However, you need to be satisfied of your ability to study in English at RQF Level 3." People who take it include:
- career changers who want to become mortgage advisers;
- staff in banks, building societies and estate agencies moving into advice;
- mortgage administrators and case managers;
- apprentices: CeMAP is a mandated qualification in the Mortgage Adviser apprenticeship standard, according to Walbrook's course page.
You can register as an individual, or your employer can register you. Walbrook handles corporate cohorts separately.
Key fact: There is no age or experience requirement to register. The FCA's competence rules apply only once you start advising for a firm.
How do you get CeMAP qualified, step by step?
You get CeMAP qualified in 6 steps: register with Walbrook, study each unit, practise in exam format, sit the 5 unit exams on Brightspace, pass all of them within your registration period, then receive your digital certificate.
- Register with Walbrook. Choose the full CeMAP (£735, 18 months) or a single module (12 months each). Registration includes the study materials and the first attempt at each unit exam.
- Study each unit. You get online study texts for CeMAP 1 and 2, interactive revision and protection content for CeMAP 3, a weekly study planner, a tax table and one specimen exam per unit.
- Practise in exam format. Sit timed mocks for each unit until you score well above 70%. Our free FRE1 diagnostic is a quick place to start.
- Sit the exams. Each unit exam is on demand on Brightspace, at home, with remote invigilation. There is no booking: you start when you are ready, after a 360-degree room scan.
- Pass all five units. Each must reach 70%. If you fail, you can resit for £120, within Walbrook's limits of 3 attempts a week and 10 in 12 months.
- Get your certificate. Walbrook issues a digital certificate when you pass. A paper copy costs extra.
After that, a firm assesses you as competent under its training and competence scheme before you advise on your own. Walbrook's exam and assessment information page has the technical exam rules, and our CeMAP self-study guide covers studying without a course.
Exam tip: No toilet breaks are allowed during an exam. CeMAP 3 lasts two hours, so plan for that before you start.
How much does CeMAP cost, and how long does it take?
CeMAP costs £735 for full registration as of October 2026, including materials and first exam attempts, with an 18-month registration period. Walbrook gives 250 hours of learning time and says FSRE is typically completed in four months.
| Item | Fee (as of October 2026) |
|---|---|
| Full CeMAP (all three modules) | £735 |
| CeMAP 1 (FSRE) only | £330 |
| CeMAP 2 (MORT) only | £320 |
| CeMAP 3 only | £160 |
| Resit, per unit | £120 |
The fees come from Walbrook's CeMAP page. Buying the three modules separately costs £810, so full registration saves £75. Optional extras, such as Walbrook's revision tool, videos and tutor support, cost more; the CeMAP cost guide lists them. Training courses from other providers are a separate cost; the CeMAP course guide compares course types.
On time, Walbrook gives no typical completion time for the whole of CeMAP. The registration period is 18 months for the full qualification and 12 months per module. At 250 hours, a candidate studying about 10 hours a week needs roughly six months (our arithmetic). The how long does CeMAP take guide gives realistic timelines.
Key fact: Older third-party prices such as £690 for CeMAP or £110 for a resit are out of date. The October 2026 figures are £735 and £120.
What can you study after CeMAP?
After CeMAP you can study CeRER for equity release advice, the Level 4 CeMAP Diploma for advanced mortgage advice, or the Level 4 DipFA for investment advice. All three are Walbrook qualifications, and CeMAP or FSRE passes count towards them.
| Qualification | What it adds | Fee (as of October 2026) |
|---|---|---|
| CeRER (Certificate in Regulated Equity Release), Level 3 | Equity release advice: units FOER and EQRS on top of CeMAP | £275 |
| CeMAP Diploma, Level 4 | Advanced Mortgage Advice (AMA): an exam plus coursework | £550 for AMA |
| DipFA (Diploma for Financial Advisers), Level 4 | Investment and retirement advice; six modules including FSRE | £1,475 full |
CeRER needs CeMAP or an equivalent mortgage advice qualification, according to its specification. FOER is 50 questions in 1 hour, with a pass mark of 35, and EQRS is 3 case studies of 10 questions in 1 hour, with a pass mark of 21. Our CeRER qualification guide covers it.
DipFA reuses FSRE: a pass in FRE1 and FRE2 counts for both CeMAP and DipFA, so CeMAP holders start DipFA one module ahead. For how CeMAP compares with qualifications from other awarding bodies, see CeMAP vs CII.
Two older names still appear in the FCA table: CeMAP Bridge and DipMAP. Walbrook does not currently offer either.
Key fact: CeRER is the qualification the FCA lists for equity release advice (activities 21 and 22). CeMAP alone does not cover it.
Your first step
Your first step towards the CeMAP qualification is to check where you stand on FRE1, the first unit in Walbrook's suggested order: a free 20-question diagnostic in 30 minutes, with no account, shows which learning outcome needs most work.
Take the free FRE1 diagnostic now. Then read the CeMAP 1 guide for how FRE1 and FRE2 work, and sit the free FRE1 mock 1 when you have covered the syllabus. Every unit has a free mock 1 in the real format, plus a 20-question quick practice with explanations.
When you register with Walbrook, plan the five exams in its suggested order and give each unit about four weeks. Our readiness rule is three mocks in a row at 85% or more and every topic at 80% or more before you sit a real unit. That margin above the 70% pass mark is deliberate, though no practice tool can promise a pass.
If you want mocks 2 to 10, topic drills and case-study practice for all five units, Pro costs £6.99 a week, £11.99 a month or £22.99 for 3 months, and you can cancel anytime.
Exam tip: Register with Walbrook only when you can start studying straight away. In our reading, the 18-month registration period runs from registration, not from your first exam.
Frequently asked questions
+How much does CeMAP cost?
As of October 2026, full CeMAP registration costs £735 with Walbrook, including study materials and the first attempt at each of the five unit exams. Buying the modules separately costs £810 (£330, £320 and £160). Each resit costs £120.
+What is the salary of a mortgage advisor?
The National Careers Service gives a typical salary of £27,000 a year for a starter and £70,000 for an experienced mortgage adviser (checked 30 October 2026). It notes that some job adverts quote on-target earnings that depend on meeting sales targets.
+Is CeMAP 1 the hardest?
Walbrook publishes no pass rates, so there is no official answer. CeMAP 1 (FRE1 and FRE2) is the most regulation-heavy module and the least about mortgages, which makes it a steep start for people new to financial services. People with mortgage experience often find it the hardest for that reason.
+Can you do CeMAP for free?
Not the qualification itself: Walbrook charges for registration, which includes the exams. You can study with free resources, and some employers and apprenticeship programmes pay the fees. On this site, the diagnostic, quick practice and mock 1 for every unit are free.
+Is CeMAP recognised outside the UK?
CeMAP is built around UK regulation, and its FCA status applies to mortgage advice in the UK. Walbrook's pages describe it as a UK qualification and we found no official statement that regulators in other countries accept it. Other countries set their own adviser qualification rules.
+Does CeMAP expire?
Walbrook states no expiry date for a CeMAP pass. What runs out is the registration period: 18 months to finish the full qualification. Once you work as an adviser, FCA rule TC 2.1.12R requires your firm to review your competence regularly, so knowledge has to be kept up to date.
