What Level Is CeMAP? RQF Level 3, FSRE Level 4 and the CeMAP Diploma

CeMAP is a Level 3 qualification, described by Walbrook (LIBF) as "LIBF Level 3" and registered with Ofqual on the Regulated Qualifications Framework (RQF). Level 3 is the same level as an A level, not a degree. Its first module, FSRE, is a Level 4 award when taken on its own, and the CeMAP Diploma above it is Level 4.

CeMAP® is a Level 3 qualification. This guide explains what that means, why people search for "CeMAP Level 1" and "Level 2" (they are module numbers, not levels), how Level 3 compares with A levels and degrees, why one CeMAP module is Level 4 on its own, and what the Level 4 CeMAP Diploma adds. The level is the same wherever in the UK you sit CeMAP. For the qualification as a whole, see the CeMAP qualification guide. Facts were checked on 30 October 2026 on Walbrook's CeMAP page and in the CeMAP qualification specification.

What level is CeMAP?

CeMAP is a Level 3 qualification: the specification calls it "LIBF Level 3", and Walbrook's course page says it is registered with Ofqual in the Regulated Qualifications Framework (RQF). It has 5 units, 25 credits and 250 hours of total qualification time.

Feature CeMAP
Full name Certificate in Mortgage Advice and Practice
Level LIBF Level 3, RQF
Regulator Ofqual (registered on the RQF)
Awarding body Walbrook Institute London, trading as LIBF
Units 5 (FRE1, FRE2, MRT1, MRT2, ASEW/ASSC)
Credits 25
Total qualification time 250 hours
Grade Pass or Fail overall; merit and distinction at unit level

The level describes difficulty, not the job it leads to. CeMAP's professional standing comes from a different source: the FCA lists it as an appropriate qualification for mortgage advice in its TC App 4.1 table. Walbrook's CeMAP Diploma page describes Level 3 as the FCA's "mandatory Level 3 qualification requirement" for mortgage advisers, which is why the main mortgage qualifications sit at that level.

Key fact: CeMAP is Level 3. "CeMAP 1", "CeMAP 2" and "CeMAP 3" are its three modules, not three levels.

Why do people search for "CeMAP level 1" and "level 2"?

People search for "CeMAP level 1" and "level 2" because the modules are numbered CeMAP 1, CeMAP 2 and CeMAP 3. Those numbers are modules of one Level 3 qualification. There is no CeMAP Level 1 or Level 2 qualification, and no "Level 1 exam".

The three modules, and what each contains:

Module Name Units What it covers
CeMAP 1 Financial Services, Regulation and Ethics (FSRE) FRE1, FRE2 The industry, regulation, law and ethics
CeMAP 2 Mortgages (MORT) MRT1, MRT2 Mortgage law, practice, products and post-completion
CeMAP 3 Assessment of Mortgage Advice Knowledge ASEW or ASSC A synoptic case-study exam, plus protection

The confusion has three sources:

  1. Module numbers look like levels. "CeMAP 1" sounds like "Level 1".
  2. Old unit numbers. Before 30 September 2025, CeMAP had seven numbered units (Units 1 to 7). Older guides refer to "CeMAP Unit 1" or "Unit 2".
  3. A real Level 4. CeMAP 1 (FSRE) is a Level 4 award on its own, and the CeMAP Diploma is Level 4. So "CeMAP level 4" is a real search with a real answer (see below).

If you have seen "CeMAP level 1 exam", it almost always means the CeMAP 1 exams: FRE1 and FRE2, each 40 questions in one hour, with 28 to pass.

Exam tip: In job adverts and on CVs, write "CeMAP (Level 3)" or "CeMAP 1, 2 and 3 complete". Writing "CeMAP Level 1" confuses readers who know the qualification.

What does CeMAP Level 3 on the RQF mean?

CeMAP Level 3 on the RQF means the qualification sits at the same difficulty level as A levels and advanced apprenticeships, on GOV.UK's list of qualification levels for England, Wales and Northern Ireland. Levels run from entry level to Level 8.

GOV.UK's guide to what qualification levels mean says: "Most qualifications have a difficulty level. The higher the level, the more difficult the qualification is." Selected examples from that list:

Level Examples on GOV.UK's list Where CeMAP-related qualifications sit
2 GCSE grades 9 to 4, intermediate apprenticeship —
3 A level, AS level, advanced apprenticeship, level 3 certificate CeMAP; CeRER; the CII Certificate in Mortgage Advice
4 Certificate of higher education, HNC, higher apprenticeship, level 4 certificate FSRE on its own; CeMAP Diploma; DipFA
5 Foundation degree, HND —
6 Bachelor's degree with honours, degree apprenticeship —
7 Master's degree, postgraduate certificate —

The CII entry comes from the CII's own qualification page, and the others from Walbrook's pages. Scotland uses a different framework (the SCQF), so a Scottish equivalence is not the same number; GOV.UK points Scottish readers to Skills Development Scotland.

The Mortgage adviser apprenticeship standard, in which CeMAP is a mandated qualification, is also Level 3.

Key fact: Ofqual regulates the qualification; the FCA decides which qualifications advisers may hold. CeMAP is on both lists for different reasons.

Is CeMAP Level 3 equivalent to an A level or a degree?

CeMAP Level 3 is equivalent to an A level in difficulty, because both sit at Level 3 of the RQF. It is not equivalent to a degree: an honours degree is Level 6. No official source equates it to a number of A levels.

Level and size are different things. GOV.UK adds that "qualifications at the same level sometimes cover different amounts of the same subject". CeMAP is 250 hours of learning on one professional subject. An A level is a broad academic subject studied over a longer period, and a degree is three levels higher.

What this means in practice:

  • For employers, CeMAP shows you have passed the FCA's appropriate qualification for mortgage advice. That matters far more than its RQF level.
  • For universities, CeMAP is not designed as an entry qualification. Walbrook states no UCAS tariff.
  • For your CV, list it as "CeMAP (Certificate in Mortgage Advice and Practice), LIBF Level 3".

Being Level 3 does not make it easy. Pass rates are not published, and many candidates find CeMAP 1 the hardest module. Our is CeMAP hard guide looks at difficulty unit by unit.

Exam tip: Level 3 describes the depth expected, not the volume. The CeMAP exams test detailed rules, dates and calculations, so expect to learn specifics, not general principles.

Why is FSRE a Level 4 module inside a Level 3 qualification?

FSRE is a Level 4 module because Walbrook also sells it on its own, as the "Level 4 Financial Services, Regulation and Ethics" award of 100 hours. It is shared with DipFA, a Level 4 qualification, so it is written to Level 4.

Walbrook's FSRE page says FSRE "is a Level 4 award registered with Ofqual" and that "a pass in FSRE can be used for both qualifications", meaning CeMAP and DipFA.

FSRE on its own FSRE inside CeMAP
Name LIBF Level 4 Financial Services, Regulation and Ethics CeMAP 1
Units FRE1, FRE2 FRE1, FRE2
Total qualification time 100 hours (2 guided + 98 other) 100 of CeMAP's 250 hours
Fee (as of October 2026) £330 £330 as a module, or within £735
Exams 2 × 40 questions, 1 hour each, 28 to pass Same
Counts towards DipFA CeMAP and DipFA

The CeMAP specification does not give a separate RQF level for each unit inside CeMAP. So the accurate description, in our reading, is that FRE1 and FRE2 are Level 4 FSRE units counted within the Level 3 CeMAP. The qualification you finish with is still Level 3.

This explains why many candidates find CeMAP 1 the toughest start: Walbrook's own course page calls it "often considered the most challenging module". It is regulation-heavy, and it is written to a higher level than the mortgage units.

Key fact: Passing FRE1 and FRE2 puts you one module into DipFA as well as CeMAP. That credit transfer is the reason the two qualifications share the module.

What is the CeMAP Diploma?

The CeMAP Diploma is a Level 4 Walbrook qualification made up of CeMAP plus one further module, Advanced Mortgage Advice (AMA). AMA costs £550 as of October 2026 and is assessed by a 50-question, 90-minute exam and a piece of coursework.

Feature CeMAP Diploma
Level Level 4, registered with Ofqual
Structure CeMAP (5 units) + Advanced Mortgage Advice (AMA)
AMA size 26 credits, 219 hours
Total qualification time 469 hours
Fee (as of October 2026) £550 for AMA
Exam 50 multiple-choice questions in 90 minutes, pass mark 70%
Coursework Marked out of 100 (85 for content, 15 for communication); pass 50%
Registration Up to 12 months; Walbrook says typically six months
Other fees Exam resit £120; coursework resit £230; resubmission £120; deferral £175 per assessment

Facts from Walbrook's CeMAP Diploma page and its specification. Walbrook says the Diploma "goes beyond the Financial Conduct Authority's (FCA) mandatory Level 3 qualification requirement". In other words, you do not need it to advise on mortgages.

Who takes it: advisers who want a Level 4 credential, or more advanced knowledge of complex cases. Unlike the CeMAP exams, the Diploma runs in study sessions with coursework deadlines, so it cannot be taken entirely on demand.

Other qualifications at nearby levels

  • CeRER (Level 3) adds equity release advice on top of CeMAP; see the CeRER qualification guide.
  • DipFA (Level 4) is Walbrook's route to investment and retirement advice, starting from FSRE.
  • DipMAP still appears in the FCA's table, but Walbrook does not currently offer it.
  • The CII offers its own Level 3 Certificate in Mortgage Advice and Level 4 Certificate in Advanced Mortgage Advice. Our CeMAP vs CII guide compares the two routes.

Exam tip: Take the Diploma only after CeMAP is complete and you are advising. AMA is written for practising advisers, and real cases make the coursework far easier.

How many credits and hours is CeMAP?

CeMAP is 25 credits and 250 hours of total qualification time: each of the five units is 5 credits and 50 hours of Unit Study Time. The 250 hours are made up of 6 guided learning hours and 244 other hours, according to the specification.

Unit Credits Unit Study Time
FRE1 5 50 hours
FRE2 5 50 hours
MRT1 5 50 hours
MRT2 5 50 hours
ASEW/ASSC 5 50 hours
CeMAP total 25 250 hours

Two definitions help:

  • Total qualification time (TQT) is the whole time a typical learner needs: guided learning, self-study and assessment.
  • Guided learning hours are the part spent with a tutor or in structured teaching. CeMAP's 6 hours reflect that it is "primarily considered as a distance learning qualification", in the specification's words.

By comparison, from Walbrook's figures: FSRE on its own is 100 hours, the CeMAP Diploma is 469 hours, and CeRER is 358 hours (CeMAP's 250 plus two equity release units of 54 hours each). The time CeMAP takes in calendar months depends on your weekly hours; most part-time candidates take three to nine months.

Key fact: 25 credits for 250 hours works out at 10 hours of learning per credit across every CeMAP unit.

Your next step

Your next step, whatever level you are aiming for, is CeMAP itself, starting with FRE1: the Level 4 FSRE unit that opens the Level 3 qualification. A free 20-question FRE1 diagnostic in 30 minutes shows how far you are from its 28/40 pass mark.

  1. Take the free FRE1 diagnostic, no account needed.
  2. Read the CeMAP 1 guide for how FRE1 and FRE2 work.
  3. Drill the outcome most candidates find hardest, the FCA, PRA and Handbook topic.
  4. Sit the free FRE1 mock 1 under real timing: 40 questions, one hour.
  5. Move on to CeMAP 2 and CeMAP 3, then decide whether CeRER or the CeMAP Diploma is worth adding.

Every unit has a free diagnostic, quick practice and mock 1. Mocks 2 to 10 and topic drills for all five units are in Pro, at £6.99 a week, £11.99 a month or £22.99 for 3 months. Our readiness rule is three mocks in a row at 85% or more, with every topic at 80% or more, before you sit the real unit. That is a guide to readiness, not a pass guarantee.

Exam tip: Plan for CeMAP 1 to take longer than its 100 hours if regulation is new to you. It is the one part of CeMAP written at Level 4.

Frequently asked questions

+Is CeMAP a degree?

No. CeMAP is a Level 3 professional qualification. A bachelor's degree with honours is Level 6 on the framework GOV.UK describes, three levels higher. CeMAP is a certificate of 250 hours of learning, aimed at one job: mortgage advice.

+Is CeMAP Level 3 the same as two A levels?

It is at the same level as an A level, but no official source says it equals any number of A levels. GOV.UK notes that qualifications at the same level can cover different amounts of a subject. CeMAP is a narrow vocational certificate, so treat level and size as separate questions.

+What is above CeMAP?

Within Walbrook, the Level 4 CeMAP Diploma adds Advanced Mortgage Advice, and the Level 4 DipFA leads to investment advice. CeRER, for equity release advice, is another Level 3 qualification that builds on CeMAP. The CII's Certificate in Advanced Mortgage Advice is a Level 4 option from another awarding body.

+Is CeMAP recognised by Ofqual?

Yes. Walbrook's CeMAP page says the qualification is registered with Ofqual in the Regulated Qualifications Framework. Ofqual regulates qualifications in England; it does not set the FCA's adviser requirements, which come from the FCA's own list of appropriate qualifications.

+How many UCAS points is CeMAP?

Walbrook does not state a UCAS tariff for CeMAP on its public pages, and we found no official figure. CeMAP is designed as a professional qualification for mortgage advisers, not as a university entry qualification. Ask the university directly if you want it considered.

+Is the CeMAP Diploma worth doing?

It is optional: CeMAP alone meets the FCA's qualification standard for mortgage advice. The Diploma costs £550 as of October 2026 and adds an exam and coursework on advanced advice. It suits practising advisers who want a Level 4 credential and more depth on complex cases.
