This page compares CeMAP® with the other qualifications the FCA accepts for mortgage advice, chiefly the CII's Certificate in Mortgage Advice, and explains where DipFA, CeMAP Bridge, DipMAP and CeFAP fit. CeMAP vs CII is a choice between two awarding bodies, not between a valid and an invalid route. The FCA rules apply across the UK. For CeMAP itself, see the CeMAP qualification guide. Facts were checked on 30 October 2026 in the FCA's TC App 4.1 table of appropriate qualifications, on Walbrook's CeMAP page and on the CII Certificate in Mortgage Advice page.
What does "CeMAP or equivalent" mean in job adverts?
"CeMAP or equivalent" in a job advert means any qualification the FCA lists in TC App 4.1 for activity 20, advising on regulated mortgage contracts. On 30 October 2026 that table lists current mortgage qualifications from two awarding bodies only: Walbrook (LIBF) and the CII.
The main options side by side:
| CeMAP (Walbrook, LIBF) | CII Certificate in Mortgage Advice | DipFA (Walbrook) | |
|---|---|---|---|
| FCA activity in TC App 4.1 | 20 (mortgage advice) | 20 (mortgage advice) | 4 and 6 (retail investment advice) |
| Key in the FCA table | 1 (all aspects) | 1 (all aspects) | a (RDR investment qualification) |
| Level | Level 3 | Level 3 | Level 4 |
| Units | 5: FRE1, FRE2, MRT1, MRT2, ASEW/ASSC | 2: CF6 plus R01 or CF1 | 6 modules, including FSRE |
| Exams | 5 sittings, 6 hours in total | 2 sittings, 5 hours in total (CF6 3 hours; R01 or CF1 2 hours) | One per module, plus coursework |
| Total qualification time | 250 hours | 160 hours | Not compared here |
| Pass mark | 70% per unit | 70% for CF6 (standard pass mark) | Varies by module |
| Published pass rates | No | Yes, per unit | No |
| Fee (30 October 2026) | £735 full | Not shown on the CII unit pages that day | £1,475 full |
Sources: the FCA table, Walbrook's CeMAP and DipFA pages, and the CII's certificate and unit pages. "Key 1" is the FCA's code for "a syllabus which contains all aspects, namely technical, regulation and ethics".
Key fact: CeMAP and the CII Certificate in Mortgage Advice carry the same FCA activity (20) and the same key (1). In FCA terms, either one is enough.
Which qualifications does the FCA accept for mortgage advice?
The FCA accepts, for mortgage advice, the qualifications listed for activity 20 in TC App 4.1 Part 2A, "Appropriate Qualifications offered". On 30 October 2026 they are Walbrook's CeMAP, CeMAP Bridge and DipMAP, and the CII's Certificate in Mortgage Advice and its advanced certificate.
| Awarding body | Qualification as listed | Activities | Key |
|---|---|---|---|
| Walbrook (LIBF) | Certificate in Mortgage Advice and Practice (Post 01/11/2004) | 20 | 1 |
| Walbrook (LIBF) | Certificate in Mortgage Advice and Practice (Post 01/11/2004) - Paper 1 | 20, 21 | 3 |
| Walbrook (LIBF) | CeMAP Bridge paper plus entry requirements | 20 | 1 |
| Walbrook (LIBF) | Diploma for Mortgage Advice and Practice DipMAP (plus entry requirements) | 20 | 1 |
| Walbrook (LIBF) | Certificate in Regulated Equity Release | 21, 22 | 1 |
| CII | Certificate in Mortgage Advice | 20 | 1 |
| CII | Certificate in Mortgage Advice - Paper 1 | 20, 21 | 3 |
| CII | Certificate in Advanced Mortgage Advice | 20 | 1 |
| CII | Certificate in Equity Release (Post 01/05/2007) | 21, 22, 23 | 1 |
What the codes mean, from the FCA table:
- Activity 20: advising on a regulated mortgage contract for a non-business purpose, or arranging an execution-only sale of one.
- Activity 21: advising on equity release transactions. Equity release needs its own qualification, such as CeRER.
- Key 1: the qualification alone meets the requirement.
- Key 3: covers only regulation and ethics. In our reading, "Paper 1" is each certificate's regulatory paper, which for CeMAP corresponds to CeMAP 1 (FSRE).
The FCA's table was last updated on 3 October 2025 and does not list the new CeMAP unit codes separately. Walbrook states that "both the current and updated versions of CeMAP continue to meet FCA standards". Part 2B of the table lists older qualifications that are no longer offered but still count if you already hold them.
Key fact: The regulatory paper matters early. Under FCA rule TC 2.1.6R, an employee must pass the regulatory module of an appropriate qualification before advising, even under supervision. On the CeMAP route that is CeMAP 1.
CeMAP vs CII: how does CeMAP compare with the CII Certificate in Mortgage Advice?
CeMAP vs CII compares five Walbrook exams totalling 6 hours with two CII exams totalling 5 hours. Both are Level 3 and both carry the same FCA status. The CII route publishes pass rates per unit; Walbrook does not publish CeMAP pass rates.
Structure and exams
| CeMAP | CII Certificate in Mortgage Advice | |
|---|---|---|
| Regulation and ethics | FRE1 and FRE2 (FSRE, Level 4 on its own): each 40 questions in 1 hour, 25 standalone plus 3 case studies × 5 | R01 (Level 4): 100 questions in 2 hours, 87 standard and 13 multiple-response; or CF1 (Level 3): 100 questions in 2 hours |
| Mortgage advice | MRT1: 50 questions in 1 hour; MRT2: 40 questions in 1 hour | CF6 (Level 3): 100 questions and 5 case studies of 5 questions, in 3 hours |
| Applied case studies | ASEW/ASSC: 6 case studies × 10 questions in 2 hours | Within CF6 |
| Credits | 25 (5 per unit) | At least 35 CII credits (R01 20 or CF1 15, plus CF6 20) |
| Study time | 250 hours (50 per unit) | 160 hours TQT; CF6 100 study hours, R01 or CF1 60 |
| Pass mark | 70% for every unit (28/40, 35/50, 28/40, 42/60) | Standard pass mark 70% |
| Pass rates | Not published | 2025: CF6 73.56%, R01 72.82%, CF1 68.43% |
| Delivery | Brightspace, on demand, remote invigilation | Online results "immediate"; paper results after five weeks |
CII figures are from its CF6 unit page and its R01 and CF1 unit pages, read on 30 October 2026. Walbrook figures are from the CeMAP qualification specification.
Differences that matter in practice
- Exam length. CeMAP splits the material into shorter papers. The CII's CF6 is one three-hour paper.
- Question types. Walbrook describes only single-answer multiple-choice questions. The CII's R01 includes 13 multiple-response questions.
- Tax year. The CII states that the new tax year and Finance Act changes are examined from 1 September each year. Walbrook publishes no equivalent rule and gives candidates a tax table instead.
- Jurisdiction. CF6 is examined on the law and practice of England unless stated otherwise. CeMAP 3 has an ASSC version, which appears to be for Scotland, though Walbrook does not define the codes.
- Next steps. CeMAP's FSRE counts towards Walbrook's DipFA. The CII's R01 is a core unit of its Diploma in Regulated Financial Planning, and R01 plus CF6 leaves one unit (R07) to the CII's Level 4 Certificate in Advanced Mortgage Advice.
Fees: Walbrook charges £735 for full CeMAP as of October 2026. The CII unit pages we checked showed no price on 30 October 2026, so we do not quote one; check the CII's site when you compare.
Exam tip: If you dislike long exams, CeMAP's one-hour papers suit you. If you prefer to sit fewer exams, the CII's two-paper route does.
Is DipFA a mortgage qualification?
DipFA is not a mortgage qualification. Walbrook's Diploma for Financial Advisers is a Level 4 qualification of six modules, listed by the FCA for retail investment advice (activities 4 and 6), not for mortgage advice (activity 20). It costs £1,475 as of October 2026.
Walbrook describes DipFA as "the minimum level qualification you need to become a financial adviser, as laid down by the Financial Conduct Authority". Its six modules, with fees as of October 2026:
| Module | Fee |
|---|---|
| 1. Financial Services, Regulation & Ethics (FSRE) | £330 |
| 2. Taxation | £275 |
| 3. Investment | £275 |
| 4. Protection | £275 |
| 5. Retirement Planning | £275 |
| 6. Coursework | £215 |
| Full qualification (18 months) | £1,475 ("Save £170") |
Fees from Walbrook's DipFA page. The overlap with CeMAP is module 1: FSRE is "part of DipFA and part of CeMAP", in Walbrook's words. Everything else in DipFA is investment, tax, protection and retirement advice.
So "DipFA vs CeMAP" is not a choice between two versions of the same thing. CeMAP is for mortgage advice; DipFA is for investment advice. Advisers who want to do both hold both.
Key fact: Taking FRE1 and FRE2 counts towards CeMAP and DipFA at the same time. That is the only formal overlap between them.
Can you move from CeMAP to DipFA?
You can move from CeMAP to DipFA, and FSRE carries across: Walbrook says "learners who complete FSRE can transfer credits to DipFA". A CeMAP holder therefore starts DipFA with module 1 done and needs modules 2 to 6.
On Walbrook's module fees as of October 2026, modules 2 to 6 total £1,315 (£275 × 4 plus £215; our arithmetic). That is £160 less than the £1,475 full registration, though the full price includes FSRE, which a CeMAP holder no longer needs.
What to expect:
- Different exams. Walbrook's DipFA page describes each of modules 2 to 5 as a 90-minute multiple-choice exam in two units, each unit with 20 questions and two case studies of five questions.
- Coursework. Module 6 is coursework, unlike anything in CeMAP.
- Different FCA activity. DipFA leads to retail investment advice, where advisers also hold a Statement of Professional Standing (SPS); Walbrook's DipFA page explains how it issues one.
If you hold a CII qualification and want CeMAP, or the other way round, Walbrook's recognition of prior learning process may give exemptions from some units; our CeMAP exemptions guide explains the criteria.
Exam tip: Plan DipFA once CeMAP is finished and you have some advising experience. Its coursework draws on real client cases.
What were CeMAP Bridge and DipMAP?
CeMAP Bridge and DipMAP are two Walbrook qualifications still listed in the FCA's TC App 4.1 Part 2A for mortgage advice (activity 20, key 1), each "plus entry requirements". No current Walbrook page offers either, so neither is a route today.
What the evidence shows:
- CeMAP Bridge paper. The FCA lists "CeMAP Bridge paper plus entry requirements". The wording suggests a single paper for people who already held another qualification. Walbrook's current pages do not mention it, and we found no official withdrawal notice.
- DipMAP. The FCA lists "Diploma for Mortgage Advice and Practice DipMAP (plus entry requirements)". Walbrook's current Level 4 mortgage qualification is the CeMAP Diploma; in our reading DipMAP was its predecessor, but Walbrook does not say so.
Part 2B of the FCA table, "no longer offered", also lists older bridge papers dated before 2004. If you passed CeMAP Bridge or DipMAP in the past, it still appears in the FCA's table for mortgage advice. If you are starting now, the choice is CeMAP or the CII certificate. For the CeMAP Diploma, see our CeMAP level guide.
Key fact: Being in the FCA's table does not mean a qualification is on sale. Check the awarding body's current pages before you plan around one.
What is CeFAP?
CeFAP does not appear as a qualification on any Walbrook (LIBF) page we checked or in the FCA's TC App 4.1 table on 30 October 2026. We found no official source for it, so we cannot say what it qualifies you for.
The name may be a mix-up with one of these, which do exist:
| You may mean | What it is |
|---|---|
| DipFA | Walbrook's Level 4 Diploma for Financial Advisers |
| FSRE | Walbrook's Level 4 Financial Services, Regulation and Ethics award, CeMAP 1 |
| CeMAP | Walbrook's Level 3 Certificate in Mortgage Advice and Practice |
| CeRER | Walbrook's Level 3 Certificate in Regulated Equity Release |
If a course or job advert asks for CeFAP, ask what qualification it means and check that qualification against the FCA table.
Exam tip: Treat any qualification name you cannot find on the awarding body's site, or in the FCA's table, as unverified until someone shows you the source.
CeMAP vs CII: which one should you choose?
Choosing between CeMAP and CII comes down to exam structure, cost and where you go next, because both carry FCA activity 20 with key 1. Choose CeMAP for shorter papers and a route to DipFA; choose CII for fewer exams and published pass rates.
| If you... | Consider |
|---|---|
| Prefer short exams, one topic at a time | CeMAP (one-hour papers) |
| Prefer fewer exams | CII (two papers) |
| Want published pass-rate data | CII |
| Plan to add investment advice later | CeMAP (FSRE counts towards DipFA) |
| Plan to add equity release | Either: Walbrook's CeRER or the CII's Certificate in Equity Release |
| Are joining an employer with its own scheme | Whichever the employer uses |
Whichever you pick, a pass is only the exam part. Under the FCA's TC rules, your firm must also assess you as competent before you advise unsupervised; our become a mortgage adviser guide explains how. This site practises the CeMAP route only.
Key fact: This is a description of two routes, not a ranking. The FCA treats them the same for mortgage advice.
Your next step
Your next step on the CeMAP route is CeMAP 1, the regulatory module FCA rule TC 2.1.6R requires before you advise under supervision. Its units, FRE1 and FRE2, are 40 questions in one hour each, with 28 to pass, and also count towards DipFA.
- Take the free FRE1 diagnostic: 20 questions, 30 minutes, no account.
- Read the CeMAP FRE1 guide for its five learning outcomes.
- Drill the FCA, PRA and Handbook topic, the outcome closest to the material compared on this page.
- Sit the free FRE1 mock 1, then the free FRE2 mock 1, both in the real format.
Mocks 2 to 10, topic drills and case-study practice for all five CeMAP units are in Pro, at £6.99 a week, £11.99 a month or £22.99 for 3 months. Our readiness rule is three mocks in a row at 85% or more, with every topic at 80% or more, before you sit the real unit; it is a guide, not a pass guarantee.
Exam tip: FSRE is the module CeMAP shares with DipFA. Passing it well is worth the effort twice if investment advice is in your plans.
Frequently asked questions
+Is CeMAP better than CII?
Neither is better in regulatory terms: both are listed in the FCA's TC App 4.1 table for advising on regulated mortgage contracts, with the same key meaning they cover technical, regulation and ethics content. They differ in exam structure, published pass rates and where they lead next.
+Do employers prefer CeMAP or CII?
No official data shows a preference. Many adverts say "CeMAP or equivalent", which in practice means any qualification on the FCA's list for mortgage advice, including the CII Certificate in Mortgage Advice. Some employers train every recruit on one route, so ask which they use.
+Can I advise on mortgages with DipFA?
Not on DipFA alone. The FCA lists DipFA for retail investment advice (activities 4 and 6), not for advising on regulated mortgage contracts (activity 20). A DipFA holder who wants to advise on mortgages needs CeMAP or another qualification listed for activity 20.
+Is CeMAP equivalent to CF6?
Not on its own. CF6 is one CII unit, Mortgage advice, and the CII Certificate in Mortgage Advice also needs R01 or CF1 for regulation and ethics. CeMAP as a whole is equivalent in FCA status to the full CII certificate, not to CF6 alone.
+Does CeMAP count towards Chartered status?
Walbrook's CeMAP pages do not mention Chartered status. Chartered titles in financial planning are awarded by other professional bodies under their own rules, so check with the body concerned whether CeMAP or FSRE earns any credit.
+What is the CeMAP Bridge paper?
It is a qualification still listed in the FCA's table as "CeMAP Bridge paper plus entry requirements", for mortgage advice. No current Walbrook page offers it or explains it, so it is not a route you can take now. Walbrook has published no withdrawal notice that we could find.
