The New CeMAP: What Changed on 30 September 2025

The new CeMAP launched on 30 September 2025, with the first new exams from 10 November 2025. Seven old units became five: FRE1 and FRE2 (FSRE, replacing UKFR), MRT1 and MRT2 (MORT), and ASEW/ASSC (replacing ASSM). Each unit is now sat separately, on demand on Brightspace. Old exams ended on 12 January 2026 and UKFR on 16 July 2026.

The new CeMAP® is the version of the Certificate in Mortgage Advice and Practice that Walbrook (LIBF) introduced on 30 September 2025. This page explains the CeMAP changes: what the new units are, how the old units map to them, the transition dates through to July 2026, and what changed about sitting the exam. It applies UK-wide, including Scotland, where only the CeMAP 3 paper differs. If you hold old passes and want to know exactly what you still need to sit, see our CeMAP exemptions guide. For the current exam formats and pass marks, see the CeMAP pass mark guide.

What changed in CeMAP in September 2025?

CeMAP changed on 30 September 2025 from seven units in three exam sittings to five units in five separate exams: FSRE replaced UKFR as CeMAP 1, MORT went from four units to two, and ASEW/ASSC replaced ASSM, with all exams moving to Brightspace.

Walbrook's page on the improvements to CeMAP from 30 September 2025 sets out the old and new structures. The main differences:

Aspect Old CeMAP New CeMAP
Units 7: ITFS, UKFS, MLPP, MAPP, MRPP, MAPC, ASSM 5: FRE1, FRE2, MRT1, MRT2, ASEW/ASSC
CeMAP 1 UKFR: two units of 50 questions, sat together in 2 hours FSRE: FRE1 and FRE2, each 40 questions in 1 hour, sat separately
CeMAP 2 MORT: four units (25 + 25 + 20 + 30 questions), sat together in 2 hours MORT: MRT1 (50 questions) and MRT2 (40), each 1 hour, sat separately
CeMAP 3 ASSM: 6 case studies × 10 questions, 2 hours ASEW/ASSC: same format, plus protection and adviser soft skills
Protection Its own unit, MRPP Inside ASEW/ASSC (LO5 and AC4.7)
Case studies outside CeMAP 3 None 3 case studies × 5 in each FRE unit
Exam delivery Pearson VUE, booked in advance Brightspace, on demand, remote invigilation, no booking
Exam sittings 3 (2 hours each) 5 (four of 1 hour, one of 2 hours)
Credit transfer Not to DipFA (our reading) FSRE passes count towards DipFA

The pass mark stayed at 70% throughout. The full qualification, as of October 2026, costs £735, with modules at £330 (CeMAP 1), £320 (CeMAP 2) and £160 (CeMAP 3) and £120 a resit, according to Walbrook's CeMAP page.

Key fact: The structure launched on 30 September 2025 and the new exams started on 10 November 2025. "The November 2025 syllabus change" mixes up those two dates.

What are the new CeMAP units?

The new CeMAP units are FRE1 and FRE2 in CeMAP 1 (FSRE), MRT1 and MRT2 in CeMAP 2 (MORT), and the single synoptic unit ASEW/ASSC in CeMAP 3: five mandatory units of 5 credits and 50 study hours each.

Module Unit Official name Exam Pass
CeMAP 1 (FSRE) FRE1 Industry, Regulation and Key Parties 40 questions (25 + 3 case studies × 5), 1 hour 28/40
CeMAP 1 (FSRE) FRE2 Skills, Principles and Ethical Behaviours Same as FRE1 28/40
CeMAP 2 (MORT) MRT1 Mortgage Law, Practice and Application 50 standalone, 1 hour 35/50
CeMAP 2 (MORT) MRT2 Mortgage Products and Post Completion 40 standalone, 1 hour 28/40
CeMAP 3 ASEW/ASSC Assessment of Mortgage Advice Knowledge 6 case studies × 10, 2 hours 42/60

The CeMAP qualification specification suggests the order FRE1, MRT1, FRE2, MRT2 and then ASEW/ASSC last, but lets learners choose their own order. The FRE1 and FRE2 syllabus sits in the separate FSRE specification, because FSRE is also the first module of the DipFA. FSRE taken on its own is a Level 4 qualification; CeMAP as a whole remains Level 3.

What is new in content, rather than just reorganised:

  • FRE2 LO8 is a whole outcome on ethics: ethical theories, a code of ethics, whistleblowing and CPD.
  • FRE2 LO6 covers adviser skills, including insistent clients.
  • CeMAP 3 adds protection and adviser soft skills to the case studies.

Exam tip: Use the unit codes when you search for material. "FRE1 questions" finds new-structure content; "CeMAP Unit 1" mostly finds the old structure.

How do the old units map to the new ones?

The old units map to the new ones in pairs: ITFS and UKFS together equal FRE1 and FRE2; Unit 3 (MLPP) and Unit 4 (MAPP) together equal MRT1; Unit 6 (MAPC) equals MRT2; and ASSM equals ASEW/ASSC. Unit 5 (MRPP) alone maps to nothing.

Walbrook's official equivalence table:

If you passed (old) You are treated as having passed (new)
ITFS and UKFS (CeMAP 1, UKFR) FRE1 and FRE2 (CeMAP 1, FSRE)
Unit 3 (MLPP) and Unit 4 (MAPP) MRT1
Unit 6 (MAPC) MRT2
Unit 5 (MRPP) only None: you must complete MRT1 and MRT2
ASSM (CeMAP 3) ASEW/ASSC (CeMAP 3)

Two points follow from the table. MRT1 needs both MLPP and MAPP; the table gives no credit for one of them alone. And because protection moved into CeMAP 3, an MRPP pass on its own gives no CeMAP 2 credit. Our exemptions guide turns this table into a "what do I still sit" list.

Key fact: Passes transferred automatically on 13 January 2026. Nobody had to apply for the mapping.

What were the key transition dates?

The key transition dates ran from 29 September 2025, the last day to register for the old CeMAP, to 16 July 2026, the last day to sit UKFR, with old exams ending on 12 January 2026 and remaining learners transferred on 13 January 2026.

Date What happened
29 September 2025 Last day for new learners to register for the old CeMAP
30 September 2025 New CeMAP registration opened; existing learners could choose to transfer
24 October 2025 Specimen papers for the new units released
10 November 2025 New CeMAP exams available on Brightspace
11 January 2026 Last day for existing learners to book old exams or resits
12 January 2026 Last day to sit old exams through Pearson VUE; last day for UKFR learners to choose to stay on UKFR
13 January 2026 Remaining old-structure learners transferred to the new units
16 July 2026 Last day to sit UKFR; UKFR withdrawn

For learners transferred on 13 January 2026, Walbrook restarted the clock: they received a new 12 months to complete the qualification. Extra study materials bought for outstanding old units were replaced with equivalent materials for the new units. As of 30 October 2026 every transition date has passed, so every live CeMAP exam is FRE1, FRE2, MRT1, MRT2 or ASEW/ASSC.

Exam tip: If you were transferred on 13 January 2026, your new 12-month window runs to around January 2027. Check the exact date on MyLIBF and plan your remaining units back from it.

What happened to UKFR?

UKFR, the old CeMAP 1 module, was replaced by FSRE and withdrawn after 16 July 2026. Learners could choose to stay on UKFR until then; everyone else moved to FRE1 and FRE2, and an old UKFR exemption does not convert automatically.

UKFR was made up of ITFS (Introduction to Financial Services Environment and Products) and UKFS (UK Financial Services and Regulation). Its initial exam put both units in one two-hour sitting of 100 questions. From 13 January 2026, UKFR exams also moved to Brightspace with remote invigilation.

UKFR situation Outcome
Passed ITFS and UKFS Counts as FRE1 and FRE2
Chose to stay on UKFR and sat by 16 July 2026 Old route completed
Did not finish UKFR by 16 July 2026 Must sit FSRE (FRE1 and FRE2)
Held a UKFR exemption through recognition of prior learning Only valid if CeMAP was completed by 12 January 2026; otherwise sit FSRE or apply again

The FSRE module that replaced it has two advantages UKFR lacked: each unit is a shorter separate exam, and an FSRE pass also counts towards the DipFA. Our CeMAP 1 (FSRE) guide covers the module and CeMAP FRE1 covers the first unit.

Key fact: UKFR is closed. Material that tells you to "book your UKFR exam" was written before 16 July 2026 and is out of date.

How did sitting the exam change?

Sitting the exam changed from booked Pearson VUE appointments to on-demand exams on Brightspace, the same platform as the course, with remote invigilation, a 360-degree room scan, no toilet breaks and no need to book in advance.

Before (old CeMAP) Now (new CeMAP)
Pearson VUE test centre or remote exam, booked in advance Brightspace, any time during your registration period
Several units in one sitting One unit per exam
Booking and scheduling No booking: the exam link stays open until you sit or your registration ends

Walbrook's exam and assessment information page describes the rules. Any PC or laptop works without plug-ins, and you can sit units back to back on the same day or on separate days. Same-day results are stated for the FSRE units; Walbrook does not state results timing for MORT or ASEW. Resits cost £120 a unit, with up to 3 attempts a week and 10 in any 12 months. The practical steps are on our CeMAP exam booking guide.

Exam tip: Because there is no booking, there is no deadline pushing you into the exam. Sit each unit when your mock scores show you are ready, not when a slot happens to be free.

Does the new CeMAP still meet FCA standards?

The new CeMAP still meets FCA standards: Walbrook states that "both the current and updated versions of CeMAP continue to meet FCA standards", and CeMAP remains an appropriate qualification for advising on regulated mortgage contracts under FCA TC App 4.1.

The FCA's appropriate qualification tables list "Certificate in Mortgage Advice and Practice (Post 01/11/2004)" for activity 20, advising on regulated mortgage contracts. The table, last updated on 3 October 2025, does not list the new unit codes separately. Two caveats apply to both versions:

  1. Passing CeMAP does not on its own let you advise unsupervised. Your firm must assess you as competent under the FCA's Training and Competence rules.
  2. Equity release advice needs an extra qualification, such as CeRER, on top of CeMAP.

Key fact: An old CeMAP certificate is still an appropriate qualification. Holders do not need to retake anything because the structure changed.

How can you tell if study material is out of date?

Study material is out of date if it mentions UKFR, "Units 1 to 7", ASSM, a two-hour MORT exam, 50-question FRE units or booking a Pearson VUE exam: all are signs of the structure that closed in 2026.

A quick checklist:

Sign Why it is out of date
"UKFR" or "CeMAP Unit 1 / Unit 2" as current CeMAP 1 is FSRE (FRE1, FRE2)
"Units 3 to 6" or "MLPP, MAPP, MRPP, MAPC" CeMAP 2 is MRT1 and MRT2
"ASSM" CeMAP 3 is ASEW/ASSC
A 2-hour CeMAP 2 exam Each MORT unit is a 1-hour exam
50 questions for FRE1 or FRE2 Each is 40, including 3 case studies
Booking through Pearson VUE Exams are on demand on Brightspace
£690 for the full CeMAP or £110 a resit As of October 2026, Walbrook's prices are £735 and £120

The syllabus itself also changes over time. Walbrook does not publish a calendar for syllabus changes; it issues syllabus updates and a tax table with the study materials. The current specification is version 14, effective July 2026, and its only change was to the resit section. Rule changes, such as the FCA's July 2025 mortgage rule changes, would be expected to reach the exam through those updates. Our CeMAP revision guide covers choosing current material.

Exam tip: Check the date and the unit names in any third-party material before you use it. If it fails the checklist above, use it only for background.

Your plan under the new structure

A plan under the new structure has three steps: work out which of the five units you still need, take the free diagnostic for your next unit, then sit each unit separately once you pass three mocks in a row at 85%.

  1. List your units. New learners need all five. Learners with old passes should check the mapping above or our exemptions guide.
  2. Follow the suggested order if you have no reason not to: FRE1, MRT1, FRE2, MRT2, then CeMAP 3.
  3. Diagnose before you revise. Start with the free FRE1 diagnostic, 20 questions in 30 minutes.
  4. Practise in the new format. The free FRE1 mock 1 is 40 questions in an hour, with the three case studies in Part 2, just like the real unit.
  5. Sit when ready. Our readiness rule, the same as in the app, is three mocks in a row at 85% or more with every topic at 80% or more. It is a guide, not a pass guarantee.

Mock 1 for every unit is free. Mocks 2 to 10 and topic drills by learning outcome come with Pro, one plan for all five units. Our questions are original and written for the new units, not old past papers.

Frequently asked questions

+When did the new CeMAP start?

Registration for the new CeMAP opened on 30 September 2025, and the new exams became available on Brightspace on 10 November 2025. Specimen papers for the new units were released on 24 October 2025. The last date to register for the old CeMAP was 29 September 2025.

+Is the old CeMAP still valid?

Yes. Walbrook says both the current and the updated versions of CeMAP continue to meet FCA standards, and the FCA's appropriate qualification table lists CeMAP without separating old and new versions. Someone who completed the old CeMAP keeps that qualification.

+Do I need to resit if I passed old CeMAP units?

No. Old passes transferred automatically to the equivalent new units on 13 January 2026, so you sit only the units you have not yet covered. The exception is old Unit 5 (MRPP) on its own, which maps to nothing: you still need MRT1 and MRT2.

+Is the new CeMAP harder?

Walbrook publishes no pass rates for either version, so there is no evidence either way. The pass mark is still 70%. The new structure has five shorter, separate exams instead of three long sittings, and FRE1 and FRE2 now include case studies and a dedicated ethics outcome.

+Can I still sit UKFR?

No. UKFR learners who chose to stay on it had until 16 July 2026 to sit the exam, after which Walbrook withdrew it. Anyone who still needs CeMAP 1 now sits FRE1 and FRE2, the two units of the FSRE module.

+Are old CeMAP books still useful?

Partly. Much of the mortgage law and product content still applies, but old books follow the seven-unit structure, may quote out-of-date rules and tax figures, and say nothing about the new FRE case studies or ethics outcome. Use them only alongside current Walbrook materials and the new syllabus.
